Refillable and reusable packaging is moving rapidly from a niche sustainability initiative to a strategic consideration for brands, retailers and packaging producers. With regulation developing, shared infrastructure beginning to emerge and businesses looking beyond lightweighting and recyclability for further packaging improvements, reuse is increasingly becoming the next major opportunity for reducing packaging waste and carbon impact.
We continue to see growing evidence of this transition. While much of the early activity around reuse centred on individual trials and pilot projects, the market is beginning to shift towards shared, scalable systems.
Regulatory developments are adding further momentum. Extended Producer Responsibility (EPR), the EU Packaging and Packaging Waste Regulation (PPWR) and initiatives including the UK Packaging Pact are putting greater emphasis on reuse and refill. At the same time, early participation gives businesses an opportunity to help shape the standards, infrastructure and systems that could ultimately determine how reuse operates at scale.

From Isolated Trials to Shared Systems
One of the most significant developments is the move away from isolated reuse schemes towards collaborative infrastructure.
Collection, reverse logistics, sorting and washing are all essential components of an effective reuse system, and standardised or pooled packaging is beginning to gain ground. France is providing particularly interesting examples, with investment being directed towards reuse infrastructure and multi-brand initiatives.
Industrially refilled, or prefill-return, models also have significant potential because they can minimise the amount of behaviour change required from consumers. Where empty packaging can be returned conveniently – potentially alongside existing collection systems – reuse can become much closer to an everyday purchasing experience.
Other applications are already demonstrating where reuse can work particularly effectively. Reusable cups at closed-loop venues benefit from straightforward collection, while durable refill dispensers are increasingly being explored for categories including home care and cosmetics. Business-to-business applications and reusable transport packaging can also offer opportunities where existing delivery journeys provide a natural mechanism for returning empty packs.
Reusable Does Not Automatically Mean More Sustainable
Despite its potential, simply replacing a single-use pack with a reusable alternative does not guarantee an environmental benefit.
A robust life cycle assessment is essential. Businesses need to understand how many times a pack must be reused before reaching its environmental break-even point, alongside factors such as transportation, washing, loss rates and realistic return rates.
This becomes particularly important when reusable packaging is heavier or more resource-intensive than the single-use format it replaces. If consumers do not reuse the pack sufficiently, the anticipated environmental benefit may never materialise.

Six Considerations for Developing a Reuse System
Businesses exploring refill and reuse need to consider the complete system rather than packaging design in isolation. Important areas include:
- Selecting the right reuse model: The system needs to suit the product, sales channel and existing supply chain.
- Environmental performance: Both the environmental and financial break-even points need to be understood.
- Real-world return rates: Expected losses and achievable numbers of reuse cycles should be factored into decision-making.
- Consumer experience: Convenience, affordability, hygiene confidence and ease of return can determine whether a system succeeds.
- Infrastructure and logistics: Collection, washing, sorting and redistribution need to function efficiently.
- Scalability: Small-scale trials should be designed to represent the eventual larger system wherever possible, ensuring that lessons from pilots remain relevant as volumes increase.
For businesses at the beginning of the journey, starting with a suitable product can make the challenge much more manageable. High-frequency products that are relatively straightforward to fill, clean and process may provide better starting points than technically complex categories.
